Implementing Instructions for Agency Climate Change Adaptation Planning

The White House Council on Environmental Quality (CEQ) and the Office of Management and Budget (OMB) are working in partnership to further Federal sustainability targets and other management goals.  This includes ensuring that Federal agencies are planning so they can address the impacts of climate change on their operations and assets.

Community resilience, or the sustained ability of a community to withstand and recover from adversity has become a key policy issue at federal, state, and local levels, including in the National Health Security Strategy.

Climate change has been a key factor in the rise and fall of societies and states from prehistory to the recent fighting in the Sudanese state of Darfur. It drives instability, conflict and collapse, but also expansion and reorganisation. The ways cultures have met the climate challenge provide object lessons for how the modern world can handle the new security threats posed by unprecedented global warming.
