Power to the People leaders identified three major strate-
gies for attaining the community’s vision for a new green
economic model:
 
Invest in the human capital of low-income disadvantaged
communities in the Valley;
 
Promote socially responsible green businesses and 
practices; and
 
Address environmental impacts of economic develop-
ment and support meaningful public participation.
From these strategies, we developed the following six main
policy “actions” or recommendations:
 
Adopt comprehensive immigration reform;
 
Create green vocational training programs;
 
Increase access to capital and other resources for emerg-
ing and potential green entrepreneurs;
 
Require and incentivize existing businesses to adopt
sustainable and just practices in their production and
operations;
 
Identify environmentally over-burdened communities
and analyze potential impacts of proposed new develop-
ment and projects in the San Joaquin Valley; and
 
Address environmental impacts of economic develop-
ment and support meaningful public participation of
all residents, in particular leaders from over-burdened
communities.
